Information on organizing and conducting the IFOM exam for 3 year students

On June 19, 2019, the School of Medicine of V. N. Karazin Kharkiv National University received a letter No. 386 from the State Organization "Center for testing of the professional competence of specialists with higher education in the areas of training "Medicine" and "Pharmacy" (hereinafter- the CT) under the Ministry of Health of Ukraine (hereinafter - the Ministry of Health).

The letter contains information that the CT at the Ministry of Health insists that students must consent to the collection and processing of personal data and the transfer of these data to a private foreign agency "National Council of Medical Examiners of the United States" (hereinafter - NCME). The list of personal data to be transmitted to a private foreign agency has not been made public. In addition, no information was provided on the mechanisms for protecting the personal data, the conditions of storage and use, the timing of the order of information by the NCME, etc., which violates students' rights and the Law of Ukraine on the protection of personal data.

We emphasize that the collection of personal data of students and their transfer to NCME are not stipulated by the terms of a contract for the provision of educational services between students of the School of Medicine and V. N. Karazin Kharkiv National University, in connection with that the administration of the School of Medicine INVITES students to make a decision on the consent for the collecting and processing of personal data by a private foreign agency at their OWN DISCRETION.
